Abstract:

This data set contains baseline points in ArcGIS shapefile format for the BOEMRE Atlantic Region. Baseline points are the discrete coordinate points along the coastline that are used by the BOEMRE to calculate the Submerged Lands Act (SLA) boundary, the Limit of '8(g) Zone', and other offshore boundary lines. A second file containing bay closing lines and other tangent lines is also available. Additional details are available from: <http://www.boemre.gov/itd/pubs/1999/99-0006.PDF> Because GIS projection and topology functions can change or generalize coordinates, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact baseline coordinates. The Official Protraction Diagrams (OPDs) and Supplemental Official Block Diagrams (SOBDs) serve as the legal definition for BOEMRE offshore boundary coordinates and area descriptions.

Purpose:

These baseline points and other cadastre information the BOEMRE produces are generated in accordance with 30 Code of Federal Regulations (CFR) 256.8 to support Federal land ownership and mineral resource management.

Supplemental_Information:

The BOEMRE is making its existing cadastre data available at <http://www.boemre.gov/offshore/mapping/>. These data include Official Protraction Diagrams (OPDs), and Supplemental Official OCS Block Diagrams (SOBDs) in pdf format, and digital spatial data in ArcGIS shapefile format.

The National Baseline points were selected by NOAA, using the latest nautical charts and other supporting data. They were reviewed by BOEMRE and approved by the National Baseline Committee. BOEMRE then took those points, and added any additional points that may have been surveyed and agreed to by BOEMRE and the adjacent states. BOEMRE also removed any points that fell on waivered artificial structures. Additional attributes were also populated by BOEMRE. The resulting points were then stored in the BOEMRE Technical Information Management System (TIMS) database.
