- Description:

- Abstract:
-
The Office of Coast Survey's Wrecks and Obstructions database contains information on the identified submerged wrecks and obstructions within the U.S. maritime boundaries. The data includes the position of each feature (latitude and longitude) along with a brief description. Information to populate the database comes from what is currently available on the electronic navigational chart (ENC) and Coast Survey's Automated Wrecks and Obstructions Information System (AWOIS) database. The Massachusetts Office of Coastal Zone Management (CZM) extracted ENC wrecks and AWOIS wrecks in the Northeast from the Office of Coast Survey's Wrecks and Obstructions database.
- Purpose:
-
The Office of Coast Survey is responsible for charting the Nation's waterways to ensure safe marine transportation and navigation. Hydrographic surveying is a critical component of this process. The AWOIS and charted (Electronic Navigational Charts - ENCs) wrecks and obstructions have been identified over the course of OCS' history and cataloged in a database for use in survey planning and also for inclusion on the nautical chart suite. The database and associated mapping services are provided to the public as a related service for general usage.
- Supplemental_Information:
-
The data layers in this data set consist of: Automated Wrecks and Obstructions Information System (AWOIS) wreck features and navigational obstruction features, as well as Electronic Navigational Charts (ENC) wreck features. The attribution across each feature type has been standardized to be consistent. Not all attribution will be present for each feature in each layer, due to the differing sources that have been used to populate the database.

The AWOIS database was initiated in 1981 and continues to be maintained, however maintenance may be discontinued at some future time. ENC wreck features will reflect the most recent charted features on OCS' ENCs.

The database records are not comprehensive. There are wrecks that do not appear on the nautical charts and wrecks on the nautical charts that do not appear in the historical records. Updates to database are limited, with priority given to wrecks that may be hazards to navigation. We have removed reported wrecks that have been salvaged or disproved by further investigation.

A KML of AWOIS wrecks was downloaded from NOAA's Office of Coast Survey (<http://www.nauticalcharts.noaa.gov/hsd/wrecks_and_obstructions.html>) on April 22, 2015 and a KML of ENC wrecks was downloaded from NOAA's Office of Coast Survey on May 12, 2015. Each KML file was converted to a CSV file using KMLCSV Converter. Each CSV file was then imported into Excel. The spreadsheets were edited to remove HTML tags and to create columns for each attribute. Extra spaces and Latin Extended characters were removed. The HISTORY field was split into multiple fields (HISTORY01, HISTORY02, etc.) since most of the AWOIS records were longer than 255 characters and ArcGIS can only read the first 255 characters. Next, each Excel spreadsheet was added to ArcGIS and the points were displayed as XY data in the North American Datum of 1983 (NAD83) using the LATDEC and LONDEC fields. The data were exported as point shapefiles. The data were then selected by attributes to select data in the Northeast. The following expression was used: "LATDEC" > 40 AND "LONDEC" > -74.5 AND "LONDEC" < -62. The selected data were projected to the Massachusetts State Plane Coordinate System, Mainland Zone (FIPS zone 2001), meters. Finally, the ENC and AWOIS wrecks were merged.

A high quality position originating from a survey source or whenever there is a high level of confidence that the wreck or obstruction may be relocated without unreasonable difficulty. Although most positions in this category originate with NOS surveys, other sources may qualify, as long as the originating authority has the capability to do high quality work. Authorities such as the U.S. Army Corps of Engineers and private surveyors are selected examples.

A probable high quality position, such as that originating with a survey but lacking supporting documentation. Positions originating from non-agency sources may also be in this category if the location is tightly controlled by adjacent features such as pier lines or fixed aids to navigation. A report that the wreck or obstruction has been actually located by the Coast Guard or Corps of Engineers will usually qualify a position for this category. In some cases, the item may be charted with an approximate position (PA) notation.

A position of questionable or unverified quality. Most reports from Local Notice to Mariners and private observers are of this type. If the reported position is expressed a range and bearing from an identifiable fixed feature and is near shore relative to the position fixing method, it will probably be included in this category. If the position fixing method is unknown, it is assumed to be visual. The nautical chart may indicate an approximate position (PA) for this item.

Memo field that contains additional information about the feature. For AWOIS features, entries in this category may be or unreliable. Common codes in AWOIS histories include hydrographic survey registry numbers (e.g., H-9872/79), shoreline manuscript registry numbers (e.g., TP-00278), miscellaneous document numbers (e.g., CL980/76 and BP100234), and U.S. Coast Guard Local Notices to Mariners (LNM). Any positions in the History memo field are for reference purposes only and will have generally been superseded by the positions in the Latitude and Longitude fields. CZM divided the HISTORY field into multiple fields since many of the AWOIS records were longer than 255 characters and ArcGIS can only read the first 255 characters in a field.

The National Ocean Service (NOS) is a Line Office under the U.S. Department of Commerce (DOC) / National Oceanic and Atmospheric Administration (NOAA). The Metadata Management team of the NOS Assistant of the Chief Information Officer (NOS ACIO IT) is responsible for the publication of geospatial metadata published by NOS Program Offices to its NOS Data Explorer Geoportal and the federal clearinghouse, Data.gov geoportal. The NOS Metadata Management team reviews for metadata standards and conventions set down by guidance. NOS Program Office metadata managers author the content of the geospatial metadata. For questions about metadata publication, direct inquiries to the NOS ACIO IT Metadata Management team. The NOS Program Office contact in the Data Identification is the default point of contact for any content inquiries, unless a specific Responsible Party is identified otherwise.
