Abstract:
This data set contains Continental Shelf Boundary (CSB) lines in ESRI shapefile format for the BOEMRE Atlantic Region. The CSB defines the seaward limit of federally managed OCS lands. This CSB file only includes the lateral boundaries between the United States and Canada, Bahamas or Cuba. That portion of the CSB defined by the 200 nautical mile line is not yet included. The BOEMRE CSB line is similar to, the Exclusive Economic Zone (EEZ) line published by NOAA, but the CSB may have slight differences. For example the CSB line will include intersection points with the BOEMRE OCS blocks. Additional details are available from OCS Report MMS 99-0006 - Boundary Development on the Outer Continental Shelf: <http://www.boemre.gov/itd/pubs/1999/99-0006.PDF> Because GIS projection and topology functions can change or generalize coordinates, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact baseline coordinates. The Official Protraction Diagrams (OPDs) and Supplemental Official Block Diagrams (SOBDs) serve as the legal definition for BOEMRE offshore boundary coordinates and area descriptions.
Purpose:
These baseline points and other cadastre information the BOEMRE produces are generated in accordance with 30 Code of Federal Regulations (CFR) 256.8 to support Federal land ownership and mineral resource management.
Supplemental_Information:
The BOEMRE is making its existing cadastre data available at <http://www.boemre.gov/offshore/mapping/>. These data include Official Protraction Diagrams (OPDs), and Supplemental Official OCS Block Diagrams (SOBDs) in pdf format, and digital spatial data in ArcGIS shapefile format. The source data for CSB lines are data provided by the U.S. Department of State, the Federal Register, or international treaty/agreements. These published coordinates may be transformed to the required horizontal datum utilizing NADCON software. Using in-house programs, the points were joined into straight (geographic) lines, and intersected with the OCS block grid. The resulting points were then stored in the BOEMRE Technical Information Management System (TIMS) database. Later, in-house programs were used to create an ArcINFO coverage from the database, and that coverage was converted to a shapefile with ArcGIS.
