Abstract:
The dataset shows the boundary of the Gloucester Inner Harbor Designated Port Area. The state has designated areas in developed ports for the purposes of promoting and protecting marine industrial activities and certain supporting uses. According to the purpose section of the Designation of Port Areas regulations (at 301 CMR 25.01(2)), Designated Port Areas (DPAs) are "geographic areas of particular state, regional, and national significance with respect to the promotion of commercial fishing, shipping, and other vessel-related activities associated with water-borne commerce, and of manufacturing, processing, and production activities reliant upon marine transportation or the withdrawal or discharge of large volumes of water. These water-dependent industrial uses vary in scale and intensity but generally share a need for infrastructure with three essential components: a waterway and associated waterfront that has been developed for some form of commercial navigation or other direct utilization of the water; backland space that is conducive in both physical configuration and use character to the siting of industrial facilities and operations; and land-based transportation and public utility services appropriate for general industrial purposes." DPAs have been set aside in Gloucester Inner Harbor, Beverly Harbor, Salem Harbor, Lynn, Mystic River, Chelsea Creek, East Boston, South Boston, Weymouth Fore River, New Bedford-Fairhaven, and Mount Hope Bay. This DPA boundary was compiled from various sources and best available information, including NOAA nautical charts, ortho imagery, and town assessors' parcel maps, of varying spatial accuracies and was not the result of an on-the-ground survey. The boundary depiction, therefore, is for planning purposes only. Where projects and parcels are located proximate to this boundary and an accurate location of defining features is required, the accompanying boundary description should be reviewed and a Professional Land Surveyor consulted to determine accurately the location of the boundary. Pursuant to 301 CMR 25.05(3), it is the exclusive responsibility of CZM to formally interpret the DPA boundary maps and project proponents and landowners of parcels adjacent to any DPA boundary are encouraged to contact CZM's DPA Coordinator to discuss steps required to document the boundary location.

In April of 2013, CZM initiated a review of the entire boundary of the Gloucester Inner Harbor DPA to determine if the DPA boundary should remain as it is currently established or whether it should be modified in accordance with criteria governing the suitability of contiguous lands and waters to accommodate water-dependent industrial use. To inform the boundary review process, CZM reviewed submitted comments, attended Harbor Plan Committee meetings, and met with property owners, city officials, DEP staff, and interested citizens. CZM also conducted an intensive review of available plans, permits, and licenses applicable to the DPA review. Based on CZM’s findings from the boundary review, the DPA boundary was revised using the 2001 ortho imagery, assessors' parcels, and NOAA nautical chart.
