Abstract:
This dataset of tidal control structures in Massachusetts coastal areas (excluding Buzzards Bay, Mount Hope Bay, and the Islands) was developed by using the following general steps: 1) Initial data inventory: Gathered all known existing information on tide gates including tidal atlases, reports, and operations and maintenance manuals and transformed into tabular form. Obtained input and additional existing information from project partners. Compiled all data, identified a list of preliminary data gaps, and used this information to develop a preliminary attribute list. Obtained input and additional existing information from municipalities and other relevant contacts responsible for managing and maintain tide gates within the Massachusetts Bays planning region (e.g., fish and wildlife services). Performed quality checks on all data and completed initial data inventory. 2) Field protocols, inspections, and geodatabase finalization: Developed detailed protocols to be used for collection of attributes in the field. Performed field visits for selected tide gates and compiled additional data from project partners. Uploaded all data, performed quality checks, and finalized the geodatabase.
Purpose:
Geosyntec Consultants, Inc (Geosyntec) worked with the Massachusetts Bays National Estuary Program (MassBays), the Massachusetts Office of Coastal Zone Management (CZM), and an Advisory Committee (AC) to lay the groundwork for more active and appropriate management of tide gates in the face of sea level rise projections, ongoing floodplain encroachment, and aging infrastructure. Specific components of the project included: gather and assess existing information related to tide gates in the MassBays planning area; develop and implement a field protocol to gather tide gate data; and develop a desktop tool to assess tide gates for potential impacts to wetland ecology and floodplain function in order to inform the management of these structures. The AC including tide gate managers, regulators, and experts from state and federal agencies including the National Oceanic and Atmospheric Administration (NOAA), the U.S. Environmental Protection Agency (EPA), the Massachusetts Department of Environmental Protection (DEP), CZM, the Massachusetts Department of Conservation and Recreation (DCR), the Division of Ecological Restoration (DER), and the Massachusetts Department of Transportation (DOT) provided input throughout the project.

MassBays/CZM engaged Geosyntec to complete the following tasks: (1) attend a kick off meeting and finalize the scope of work; (2) compile existing information about tide gates within the MassBays planning area; (3) develop a geospatial tool to evaluate tide gate relationship to the built and natural environments; (4) develop a field protocol and conduct field inspections; and (5) draft recommendations regarding the current and future management of tide gates.

Attribute accuracy was originally tested by manual comparison of this dataset with original source reports (e.g., tidal atlases), data tables, and correspondence from project partners. Attributes were subsequently updated based on data collected in the field, and were cross-checked against hard copy originals of field notes.
Logical_Consistency_Report:
Where applicable, text and string based fields were set up with structured domains to ensure data consistency (i.e. restricting entries to specific values). All numeric values were also checked for unit consistency, such as ensuring that culvert and tide gate diameters were entered in feet as opposed to inches.
Completeness_Report:
This dataset represents locations of all known tide gates based on input from project partners and municipalities within the MassBays Planning Region that meet the project’s definition: “any conveyance of tidal flow with the ability to passively or actively manipulate water flow. This definition includes self-regulating tide gates, manually controlled devices, or passive control structures such as flappers. Structures not included in this definition include, but are not limited to, conveyances installed for the sole purpose of conveying storm drainage. Attributes were populated to the extent possible for known tide gates based on available information obtained from project parters, municipalities, and field visits. Tide gates that were visited as part of the field program generally have a higher level of completed attributes than those that were not visited. Spatial information (i.e. Latitude and Longitude) is not populated for Chelsea-01 as it was could not be accurately located during the initial data review process.

Data compiled or reviewed for horizontal accuracy over NAIP Imagery from 2014; these orthos are known to be +/- 6 meter horizontal; however, this data set cannot be used to reach authoritative conclusions about the horizontal accuracy of the locations depicted. NAIP horizontal accuracy specifications have evolved over the life of the program. From 2003 to 2004 the specifications were as follows: 1-meter GSD imagery was to match within 3-meters. For 2005 the 1-meter GSD specification was changed to 5 meters matching the reference imagery. In 2006 a pilot project was completed using true ground specifications rather than reference imagery. All states used the same specifications as 2005 except Utah, which required a match of +/- 6 meters to true ground. In 2007 all specifications were the same as 2006 except Arizona used true ground specifications and all other states used reference imagery. In 2008 and subsequent years all specifications were the same as 2007 except approximately half of the states acquired used true ground specifications and the other half used reference imagery. The 2008 states that used absolute ground control where; Indiana, Minnesota, New Hampshire, North Carolina, Texas, Vermont, and Virginia. From 2009 to present all NAIP imagery acquisitions used the +/- 6 meters to ground specification.

Vertical accuracies for applicable attributes are outlined below: EX_TIDAL_INF_US: The extent of existing upstream tidal influence is defined as the elevation (in NAVD88 ft) that most closely matches the water surface elevation at Mean High Water Springs (MHWS) upstream of the tide control structure under existing conditions. The extent of tidal influence was assessed in the field based on observed high water marks (i.e. staining) and culvert headwalls or restriction embankments as an indicator where applicable. Once a high water mark was identified, a measuredown was taken using a folding engineer’s ruler and/or telescoping surveyor’s rod to the elevation of the high water mark from a prominent point observable from aerial imagery such as the top of a headwall or embankment. This measuredown was then later post-processed into an elevation based on the Light Detection and Ranging (LiDAR) dataset available from the Massachusetts Office of Geographic Information (MassGIS). The accuracy of this elevation varies widely based on potential human error from identifying a suitable high water mark, measuredown errors, and from the 1 meter vertical resolution of the LiDAR data. As a result, this attribute is intended to provide planning level information (i.e. for general use only) in the absence of more precise information such as water level monitoring data or calibrated hydrologic/hydraulic modeling. The field protocols provide detailed step-by-step instructions for collection of this attribute in the field. The TIDEGATE_ID field is comprised of three parts based on the town name, sequential number of tide gates in each town, and sequential lettering if there are multiple tide gates at one location (i.e. restriction). For example, if there are 2 tide gates in a town, tide gates in the existing geodatabase are named as Town- 01 and Town-02. If there are multiple tide gates at one location (e.g., multiple culverts going through the same restriction berm), sequential letters are appended to the tide gate number.
