Abstract:
These data represent the important fish resources special, sensitive, or unique (SSU) resource mapped in the 2015 Massachusetts Ocean Management Plan. This layer was derived from Massachusetts Division of Marine Fisheries (DMF) Resource Assessment Trawl Survey data collected in May and September from 1978-2012. The survey is conducted for the purpose of measuring changes in the relative abundance of commercially and recreationally important groundfish over time. The survey allocates its sampling effort according to a series of 23 strata, based on five bio-geographic regions and six depth zones. The following 22 species were used for this analysis: American lobster, Atlantic cod, black sea bass, channeled whelk, haddock, horseshoe crab, Jonah crab, knobbed whelk, little skate, Loligo, red hake, scup, sea scallop, silver hake, spiny dogfish, summer flounder, tautog, windowpane flounder, winter flounder, winter skate, witch flounder, and yellowtail flounder. First, for each year/species/season/stratum combination, the mean biomass per tow was calculated, with the exception of Jonah crabs, where the mean number per tow was used. Next, the trimean of the annual values for each species/season/stratum was calculated. The species data were then normalized and combined. Finally, the strata were classified into high (top 25%), medium (middle 50%), and low (bottom 25%) categories based on quartiles of the distribution of medians of normalized stratum trimean values within regional strata sets (north and south of Cape Cod). The high (top 25%) areas, which represent areas with consistently high biomass for the 22 species, were extracted and mapped as the SSU resource.
Purpose:
These data were used in the development of the 2015 Massachusetts Ocean Management Plan.
Supplemental_Information:
The Massachusetts Ocean Management Plan protects critical marine habitat and important water-dependent uses and sets standards for new ocean-based development. In response to the Oceans Act of 2008, the Executive Office of Energy and Environmental Affairs (EEA) issued the original ocean plan in December 2009. The Oceans Act requires EEA to review and update the ocean plan at least once every five years. The 2015 Massachusetts Ocean Management Plan, released on January 6, 2015, is the first formal amendment to the 2009 ocean plan. These data were produced to support the development of the 2015 ocean plan.

1. These data were derived from the DMF Resource Assessment Trawl Survey collected from 1978-2012. The survey is conducted for the purpose of measuring changes in the relative abundance of commercially and recreationally important groundfish over time. The survey allocates its sampling effort according to a series of 23 strata, based on five bio-geographic regions and six depth zones. Trawl sites are allocated in proportion to stratum area and randomly chosen in advance within each sampling stratum. Some strata are not spatially contiguous due to the need to have enough area in which to randomly assign multiple tows. Tows of standard speed and duration are made with a bottom trawl throughout Massachusetts waters in the spring (May) and fall (September). Total weight and length-frequency are collected for all finfish and a subset of invertebrates. Additional information such as age, sex, and maturity are collected for priority species. Over time, the survey has collected 181 species. Twenty-two of these species were selected for the ocean plan assessment based on their vulnerability to the trawl (e.g., catchability) and their commercial and recreational importance in the state. The following 22 species were used for this analysis: American lobster, Atlantic cod, black sea bass, channeled whelk, haddock, horseshoe crab, Jonah crab, knobbed whelk, little skate, Loligo, red hake, scup, sea scallop, silver hake, spiny dogfish, summer flounder, tautog, windowpane flounder, winter flounder, winter skate, witch flounder, and yellowtail flounder. For two species, Atlantic cod and black sea bass, it was also considered important to include the abundance of young-of-year (YOY) fish as a separate piece of information, since the biomass index may not adequately represent the areas important to YOY fish for these species. For each year/species/season/stratum combination, the mean biomass per tow was calculated, with the exception of Jonah crabs, Atlantic cod juveniles, and black sea bass juveniles, where the mean abundance per tow was used.

3. For each species/season considered, one or more sets of survey strata were identified over which the data were normalized. For a stratum to be included for a particular species/season, it had to have at least seven years of non-zero catches. Furthermore, more than one strata set was defined for some species, as the planning area encompasses multiple stock units (effectively splitting the dataset into north of Cape Cod and south of Cape Cod for those species that have different stock units in those regions). The normalization algorithm involved dividing the stratum trimean by the sum of the trimeans for all included strata within a season. Normalizing the stratum trimean gives each species approximately equal influence in the model.
