Abstract:
Where, in the Board of Underwater Archaeological Resources' (BUAR) judgment, an underwater archaeological resource, because of its location, condition, history, or resource value, is best left in the public domain, it may declare the site exempt from the permit process. This dataset includes the 40 underwater archaeological sites in Massachusetts that are designated as "exempted sites." Recreational diving activities, including casual artifact collection, on exempted shipwreck sites do not require a permit from BUAR. However, any major disruption of the site is prohibited. The intent of creating an exempted shipwreck site is to preserve such sites for the continued enjoyment of the recreational diving community. The recreational diving community is encouraged to protect these sites for the continued enjoyment of all.
Purpose:
These data were used in the development of the 2015 Massachusetts Ocean Management Plan.
Supplemental_Information:
The Massachusetts Ocean Management Plan protects critical marine habitat and important water-dependent uses and sets standards for new ocean-based development. In response to the Oceans Act of 2008, the Executive Office of Energy and Environmental Affairs (EEA) issued the original ocean plan in December 2009. The Oceans Act requires EEA to review and update the ocean plan at least once every five years. The 2015 Massachusetts Ocean Management Plan, released on January 6, 2015, is the first formal amendment to the 2009 ocean plan. These data were produced to support the development of the 2015 ocean plan.

Process_Step:
Process_Description:
The exempted sites were extracted from the dive sites layer in MORIS and the attribute table was saved as an Excel spreadsheet. BUAR reviewed the spreadsheet and added one missing exempted site. The spreadsheet was added to ArcGIS and the points were displayed as XY data in the World Geodetic System of 1984 (WGS 84). The data were exported as a point shapefile and projected to the Massachusetts State Plane Coordinate System, Mainland Zone (FIPS zone 2001), meters. Finally, the vessel names were compared to the names of exempted sites on the BUAR website (<http://www.mass.gov/eea/agencies/czm/buar/shipwrecks/>) and any typos in the attribute table were corrected.
