Abstract:
These data represent the sea duck core habitat special, sensitive, or unique (SSU) resource mapped in the 2015 Massachusetts Ocean Management Plan. Long-tailed Duck core habitat mapped in the 2009 ocean plan was expanded for the 2015 ocean plan to map regionally critical habitat for five sea duck species. This modified SSU resource area, collectively referred to as sea duck core habitat, includes regionally important habitat for Long-tailed Duck, Common Eider, Black Scoter, Surf Scoter, and White-winged Scoter. Sea duck core habitat was mapped using effort-corrected sightings data from 2008-2012 provided by the U.S. Fish and Wildlife Service (USFWS) and Long-tailed Duck telemetry data from 2008-2009 collected by Mass Audubon.
Purpose:
These data were used in the development of the 2015 Massachusetts Ocean Management Plan.
Supplemental_Information:
The Massachusetts Ocean Management Plan protects critical marine habitat and important water-dependent uses and sets standards for new ocean-based development. In response to the Oceans Act of 2008, the Executive Office of Energy and Environmental Affairs (EEA) issued the original ocean plan in December 2009. The Oceans Act requires EEA to review and update the ocean plan at least once every five years. The 2015 Massachusetts Ocean Management Plan, released on January 6, 2015, is the first formal amendment to the 2009 ocean plan. These data were produced to support the development of the 2015 ocean plan.

1. USFWS and Mass Audubon provided sea duck data to CZM. The USFWS data were from their winter sea duck surveys (preliminary survey in 2008, full surveys 2009-2011) and their Atlantic Marine Assessment Program for Protected Species (AMAPPS) seabird surveys (summer 2011, spring and fall 2012), which used a similar design as the winter surveys. The seabird observations were provided as a point shapefile, while the transect-level information (containing effort) was given as a polyline shapefile. CZM projected the observations and transects to the Massachusetts State Plane Coordinate System, Mainland Zone (FIPS zone 2001), meters.

5. Ran the Point Density tool on the USFWS observations to calculate the density of observations that fall within a 7-km search radius of each 250 x 250-m grid cell in the North Atlantic. The population field was set to the flock size, which is the number of individuals observed at a given location. The 250 x 250-m cell size was selected to be consistent with the grid used in the 2009 ocean plan. The neighborhood was set to a circle with a 7-km radius. This radius size was chosen based on the spacing of the aerial survey transects, which were flown at 5-minute intervals of latitude (~9.26 km). A 7-km radius is large enough so that the density of cells between transects is calculated using data from the transects directly north and south of the cell, but small enough so that the density of cells adjacent to a transect is calculated using only data from that transect.

12. Bird experts attending an ocean planning meeting pointed out that using the top quartile of sea duck SPUE data did not capture a known major diurnal flyway for Long-tailed Ducks across the southwestern part of Nantucket. This commuting area had been captured by the Long-tailed Duck core habitat SSU resource in the 2009 ocean plan, as inferred from the Mass Audubon satellite telemetry data. To address this concern, CZM obtained the Mass Audubon satellite telemetry data from December 6, 2008 to April 1, 2009 and projected the telemetry data to the Massachusetts State Plane Coordinate System, Mainland Zone (FIPS zone 2001), meters.
