Abstract:
This dataset includes sea duck sightings per unit effort (SPUE) for winter 2008-2012. These data were gathered by the U.S. Fish and Wildlife Service (USFWS) via aerial surveys ranging from Florida to Maine between 2008 and 2012. Using the USFWS data, the Massachusetts Office of Coastal Zone Management (CZM) calculated sea duck SPUE for each 5x5-minute grid cell. The following species/species assemblages are included in this dataset: Black Scoters, Common Eiders, Long-tailed Ducks, Surf Scoters, White-winged Scoters, sea ducks, and scoters. Please note that these data were revised on March 31, 2015 and do not match the data shown on Figure 19 in Volume 2 of the 2015 ocean plan. When calculating the sea duck SPUE shown on Figure 19, only unidentified scoters, not unidentified and identified (Surf, Black, White-winged, and dark-winged [i.e., Surf or Black]) scoters, were used. These data have been corrected to include all scoters in the sea duck observations and sea duck SPUE.
Purpose:
These data were used in the development of the 2015 Massachusetts Ocean Management Plan.
Supplemental_Information:
The Massachusetts Ocean Management Plan protects critical marine habitat and important water-dependent uses and sets standards for new ocean-based development. In response to the Oceans Act of 2008, the Executive Office of Energy and Environmental Affairs (EEA) issued the original ocean plan in December 2009. The Oceans Act requires EEA to review and update the ocean plan at least once every five years. The 2015 Massachusetts Ocean Management Plan, released on January 6, 2015, is the first formal amendment to the 2009 ocean plan. These data were produced to support the development of the 2015 ocean plan.

1. USFWS provided sea duck data to CZM. The USFWS data were from their winter sea duck surveys (preliminary survey in 2008, full surveys 2009-2011) and their Atlantic Marine Assessment Program for Protected Species (AMAPPS) seabird surveys (summer 2011, spring and fall 2012), which used a similar design as the winter surveys. The seabird observations data were provided as a point shapefile, while the transect-level information (containing effort) was given as a polyline shapefile. In ArcGIS, CZM projected the observations and transects to the Massachusetts State Plane Coordinate System, Mainland Zone (FIPS zone 2001), meters.

4. In ArcGIS, created a 5x5-minute fishnet of rectangular cells. This grid cell size was selected because the survey transects were spaced at 5-minute intervals of latitude. The fishnet was created so that the centroid of each cell intersected the latitude of the survey transect and the longitudinal lines of the grid cells matched the longitudinal lines of the 5x5-minute fishnet used for the North Atlantic right whale analysis. Selected and exported fishnet cells that intersect the winter survey transects. Calculated a unique ID, the centroid latitude, and the centroid longitude for each cell. Exported a table of the fishnet data and imported the table into Access.
