Abstract:
This data set contains BOEMRE Planning Area outlines in ESRI shapefile format for the BOEMRE Atlantic Region. The old Atlantic Planning Area outlines were changed as of the 2007-2012 Five Year Plan. The divisions between these new Planning Areas for the North, Mid, and South Atlantic are based on the OCS Administrative Boundaries. These Planning Area boundaries follow the block grid, depending on whether the block is mostly on one side of the Administrative Boundary, or the other. The Straits of Florida Planning Area is essentially unchanged. The Submerged Lands Act (Fed/State) boundary, along with the Continental Shelf Boundary (CSB), the Limit of Protraction, and the boundary between the Gulf and Atlantic Regions were used to complete the polygons for the Planning Areas. Because GIS projection and topology functions can change or generalize coordinates, and because shapefiles cannot represent true arcs, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact block coordinates or areas. The Official Protraction Diagrams (OPDs) and Supplemental Official Block Diagrams (SOBDs) serve as the legal definition for BOEMRE offshore boundary coordinates and area descriptions. If any discrepancies are found between these shapefiles and the OPDs and SOBDs, it is the OPD and SOBD diagrams which take precedence. Also note that the BOEMRE cadastre is developed on a UTM projection, and most Planning Areas span multiple UTM ZONES. This means that area values computed from these shapefiles will not match the official BOEMRE areas. See the AT_SUBBLK.SHP file which includes in its attribute table, the TIMS computed areas for each block or sub block.
Purpose:
These Planning Area polygons and other cadastre information the BOEMRE produces are generated in accordance with 30 Code of Federal Regulations (CFR) 256.8 to support Federal land ownership and mineral resource management.

The BOEMRE is making its existing cadastre data available at <http://www.boemre.gov/offshore/mapping/>. These data include Official Protraction Diagrams (OPDs), and Supplemental Official OCS Block Diagrams (SOBDs) in pdf format, and digital spatial data in ArcGIS shapefile format.

Coordinates values have been computed to .00000001 of a degree, but this shapefile is considered to be approximate. Where differences occur between the shapefile and the OPD and SOBD diagrams, the diagrams take precedence. This shapefile was created by extracting the X-Y UTM coordinates from the TIMS database. In order to create this Regional shapefile, which spans multiple UTM zones, all coordinates were re-projected to a single UTM zone (Zone 18). This file was then re-projected to geographic for distribution purposes. This resulted in some distortion (up to 0.009 meters) at the far East and West edges of the shapefile.

The planning areas were manually coded in the database for individual blocks, depending upon which side of the selected Administrative Boundary line that the block fell on. In-house programs were then used to create a block-polys ArcINFO coverage, ArcGIS was then used to convert to a shapefile (AT_SUBBLK.SHP) and that coverage was "dissolved" to leave just the Planning Area polygons.
