Abstract:
This dataset shows traffic lanes, shipping safety fairways, recommended two-way whale avoidance routes, recommended two-way whale avoidance tracks, and precautionary areas off Massachusetts and in nearby waters. The data were digitized using coordinates from the National Oceanic and Atmospheric Administration (NOAA) National Ocean Service's United States Coast Pilot and the United States Coast Guard's Local Notice to Mariners.
Purpose:
These data were created to show the location of traffic lanes, safety fairways, recommended two-way routes, and precautionary areas off Massachusetts and in nearby waters.

Process_Description:
The bounding coordinates of the traffic lanes and shipping safety fairways and the center coordinates of the precautionary areas were extracted from Coast Pilots 1 and 2 and put in an Excel spreadsheet. If needed, the coordinates were converted to decimal degrees from degrees, minutes, and seconds. The spreadsheet was added to ArcGIS and the points were displayed as XY data in the North American Datum of 1927 (NAD 27).
Polygons of the traffic lanes and safety fairways were digitized from the points. In some cases, polygons of the traffic separation zones were digitized and buffered to create the polygons of the traffic lanes.
The Buffer tool was used to buffer the center coordinates of the precautionary areas by the radius distance (in nautical miles). These polygons were then edited to remove those areas that are not part of the precautionary areas according to the descriptions in the Coast Pilots.
The data were projected to the Massachusetts State Plane Coordinate System, Mainland Zone (FIPS zone 2001), meters.

The bounding coordinates of the recommended two-way whale avoidance routes and track and the center coordinates of the recommended whale avoidance precautionary areas were extracted from the Local Notice to Mariners and put in an Excel spreadsheet. The coordinates were converted from degrees, minutes, and decimal seconds to decimal degrees. A line of the recommended track was digitized. To make this track line a polygon, it was arbitrarily buffered by 5 meters on either side so that it may be included in this feature class.

A traffic lane is "an area within defined limits in which one-way traffic flow is established (IMO Ships Routeing, 6th Edition)." A fairway is "[t]hat part of a river, harbour and so on, where the main navigable channel for vessels of larger size lies. It is also the usual course followed by vessels entering or leaving harbours, called 'ship channel' (International Maritime Dictionary, 2nd Ed.)." A two-way route is "a route within defined limits inside which two-way traffic is established, aimed at providing safe passage of ships through waters where navigation is difficult or dangerous (IHO Dictionary, S-32, 5th Edition, 5712)."
