Abstract:
These data present the occurrence and distribution of coastal landforms (e.g., dune, beach, and bank), wetland and upland habitats (e.g., forest, salt marsh, and rocky intertidal shore), developed lands (e.g., residential, commercial, and industrial), and shore parallel coastal engineering structures (e.g., bulkheads/seawalls and revetments) at the immediate exposed shoreline that encompasses 57 Massachusetts communities. The results of the characterization provide a baseline from which to monitor and identify landscape-level trends and patterns for evaluating adaptation and hazards mitigation strategies for a particular location or region. The project utilized as a baseline the contemporary mean higher high water shoreline for exposed areas of the coast developed for the CZM-USGS Massachusetts Shoreline Change Project, 2013 Update. The transects used to measure shoreline change rates in the Shoreline Change Project were adapted for the characterization project to develop assessment units along the assessed shoreline, and to identify land use/land cover classes from various source datasets to characterize the shoreline.
Purpose:
These data were developed to describe and categorize the land uses and natural resources potentially at risk from coastal erosion as part of the Massachusetts Coastal Erosion Commission process.
Supplemental_Information:
In 2013, the Massachusetts Legislature established a Coastal Erosion Commission to investigate and document the levels and impacts of coastal erosion in the Commonwealth and to develop strategies and recommendations to reduce, minimize, or eliminate the magnitude and frequency of coastal erosion and its adverse impacts on property, infrastructure, public safety, and beaches and dunes. Within that charge, the Commission was tasked with (1) making a reasonable assessment of coastal erosion and corresponding appraisal of the financial damage to property, infrastructure and beach and dune resources incurred from 1978 to the present; (2) making a reasonable estimate of the damages likely to occur in the next 10 years under current conditions, regulations and laws; (3) evaluating current rules, regulations and laws governing shoreline management practices; and (4) examining possible changes and cost-effective measures to improve the ability of municipalities and private property owners to reduce or eliminate the impacts of coastal erosion without undue adverse environmental impacts. Spatial extent is defined by the 2007-2009 shorelines mapped for the Massachusetts Shoreline Change Project, 2013 Update. Minor differences include removal of shoreline where more than one contemporary shoreline exists.

A positional accuracy report was not conducted for these data. The Massachusetts High Water Shorelines (1800s-2009) dataset, from which the shoreline characterization features are wholly derived, reports the following relevant information for contemporary shorelines: Air photo-derived shorelines from 1990-2000s have an estimated positional uncertainty of plus or minus 3.2 meters. Shorelines derived from 15 cm 2008 orthophotos have an estimated positional uncertainty of plus or minus 1.0 meters. Shorelines derived from 30 cm 2008/09 orthophotos have an estimated positional uncertainty of plus or minus 4.3 meters.

This feature class represents privately owned coastal protection structures for the Massachusetts shoreline. Only the ocean-facing shoreline was included in this project area, covering approximately 1,100 miles. The coastal protection structures included in the inventory were bulkhead/seawalls, revetments, groins, and sandbags. Structures were digitized using a heads-up approach based on a combination of aerial imagery and oblique aerial imagery covering the project area. Structure length and material was also determined this way. Elevations were assigned using LiDAR data. The feature class structure was designed to match the database of previous phases of the Massachusetts Coastal Infrastructure Inventory and Assessment project.

General steps for preparing source datasets for analysis include the following: A contemporary shoreline (2007-2009) was exported from the USGS Massachusetts High Water Shorelines (1800s-2009) dataset and manually edited in select areas (< 1%) where shorelines had temporal overlap. Additionally, 6.24 km of the 1994 shoreline were added to fill in a gap at Gurnet Point in Duxbury and Plymouth. A 2007-2009 shoreline wasn't mapped here due to the omission of orthophoto base data. The coastal structures inventory datasets were merged and checked for quality assurance. Bulkhead/seawall and revetment features were extracted. The 2005 Land Use dataset required that certain areas classified as Saltwater Sandy Beach be examined and replaced with 1999 Land Use data as necessary. Saltwater Sandy Beach features were derived, in part, from MassDEP Wetlands Barrier Beach System features, which are essentially a catchall for non-wetland land cover (or land use) classes that occur on a barrier beach system; this could include residential development, for example. The 1999 Land Use dataset was used to supplement very few areas where Barrier Beach System overrode any land use interpretation, most notably on the north side of Plum Island in Newbury.
