Abstract:
The dataset includes the horizontal spatial extent of five-foot and seven-and-one-half-foot coastal floods above mean higher high water in the City of Boston. The project report does not predict any specific levels over time, but describes a suite of coastal flood scenarios that could result from a combination of factors (sea level rise, storm surge, astronomical high tides, etc.).
Purpose:
To illustrate and evaluate the impact of the higher 100-year coastal floods in the future, we produced two datasets representing stillwater flood elevations over land for flood heights of five-feet and seven-and-one-half-feet above mean higher high water (MHHW, the average of the higher high water elevation of each tidal day).

The vertical elevations and depths represented by these datasets are no more accurate than the source dataset, the 2009 Boston LiDAR Raster DEM. Please refer to the metadata for the source dataset for additional information relating to vertical and horizontal error. Users should be aware that temporal changes may have occurred since the 2009 Coastal LiDAR dataset was collected and that some parts of these derivative datasets may no longer represent actual surface conditions. 2 - Elevation slices were performed on the bos09mosaic by setting all raster values greater than the target elevation to Null, generating a new raster dataset (bos09fld_MMM_raw, where MMM = flood elevation in centimeters NAVD). Flood elevations were calculated using the elevation of Mean Higher High Water (MHHW) in Boston Harbor plus 5 feet (ft) and 7.5 ft. The elevation of MHHW in Boston Harbor in 2012 was 420.5 centimeters (cm) NAVD (1983-2001 Tidal Epoch; <http://tidesandcurrents.noaa.gov/data_menu.shtml?unit=0&format=Apply+Change&stn=8443970+Boston%2C+MA&type=Datums>). 4 - The polygon feature class (bos09fld_MMM_fc) was edited to remove low elevation areas that were likely hydraulically isolated from the ocean. In the City of Boston, additional processing (discussed in process step 5) is required to remove areas upstream of the Charles River Dam for flood elevations that do not exceed the elevation of the top of the dam. Generally, the largest individual polygon was selected as representing the ocean. Next, individual polygons adjacent to the ocean polygon were reviewed to determine if they were likely to be hydraulically connected to the ocean (i.e., isolated during the elevation slice due to the presence of a road culvert). These individual polygons were selected based on professional judgement with the assistance of concurrent GIS review of USGS topographic maps, aerial photographs and roads, as well as limited local knowledge of specific waterbodies.

5 - The flood elevation of MHHW + 7.5 feet (374 cm NAVD) exceeds the top of the Charles River Dam (353 cm NAVD; Reference: "Charles River Dam, Design Memorandum No. 2", The Department of the Army New England Division Corps of Engineers, 1972). Therefore, the polygon feature class representing MHHW + 7.5 feet (bos09fld_374) was considered final after process step 4 was completed. The flood elevation of MHHW + 5 feet (298 cm NAVD) does not exceed the top of the Charles River Dam (353 cm NAVD). Therefore, the polygon feature class representing MHHW + 5 feet (bos09fld_298) required additional processing to remove areas upstream of the Charles River Dam not hydraulically connected to the ocean during a flooding event. The polygon feature class bos09fld_298 was edited based on professional judgement with the assistance of concurrent GIS review of USGS topographic maps, aerial photographs and roads, as well as limited local knowledge of the configuration of the lock system at the Charles River Dam. The resulting new polygon feature class is provided as bos09fld_298_CRD.
